If a small child walked up, and said they're worried that "the island might tip over and capsize." You would do the responsible thing... lock them in the closet for being so fucking stupid (3 days oughta do it). But when a congressman says something like that, your mind is officially boggled. 

When everyone that passed the 2nd grade called him out, he said it was a joke. Did it seem like a joke to you? When politicians say dumb shit, they have 2 cards to play. First, they always just say "it was taken out of context." But when you say something so crazy that no context could explain it, then it's plan B: "I was joking."
